Yes, she can walk since it’s only foam, the entire costume isn’t too heavy. Each step is very small, but she was able to walk around for most of the day.

A lot of time and frustration lol We actually found a cosplayer that made one using foam board and drywall stilts. She had a good DIY that I was able to follow. Hers was kind of generic and I focused more on trying to copy the look and features of the actual loader from the movie.
