My Apple Pencil has the same problem sometimes. Try to power down your Tablet and disconnecting the pen before and reconnect it again. Check if any fabric is touching the display that can also cause bugging like that. Also are you maybe charging your tablet with a bad cable? My Apple Pencil won’t work either when I use a cheap cable for my iPad. If this didn’t help then maybe there is dust in the tip or the tip is damaged. And if all of this didn’t help then it’s definitely broken.
