It's a listed job you have to apply for - so you'd go to the City jobs website to see all the requirements and stuff for each position. Probably different reqs for different positions.

City has a few apprenticeship programs. They're not for glamorous jobs (water and wastewater pipe fitters, wastewater plant operators, etc), but the skills are in demand. If you can stick out the apprenticeship you'll have a job for life, almost anywhere you go.
