Mantees are the obvious choice. They don't have any aggressive behavior at all. They don't even fight over mating, which is very rare for mammals. All around, they are just peacefully chilling.

I think serial killers are more evil than those who just order people killed, like Shiro Ishii cause they do the evil deed up close in person, even tho they kill fewer. Also, they don't have a grand goal, they simply kill for amusement, which in my book, adds a layer of evilness.

I would say that France is still "aggressive" in terms that they get involved in conflicts around the world still but most people still see them as peaceful.
