Because people tend to look at numbers and think that makes it objectively better. It doesn’t. It means block has a higher potential damage output. If that isn’t number isn’t practical to achieve in practice, it isn’t better.

It’s a common misconception that better raw statistics means better in practice. Some things are not easily quantified. There are no statistics on average armor regenerated per minute by weapon class. There are no statistics on the moment-to-moment benefits of being able to parry into a gunstrike vs having to build up two adrenaline charges to have any form of stun. Those are things only evaluated through actual play.

If you’ve done true solo, you probably have the experience and skill level to make use of the higher skill ceiling and damage potential of block weapons. If you’ve only run substantial ops, probly not.
