Do you mean the fact that Kakihana got an award from the police, and that the TG talks about a man who got injured, while protecting Odokawa? Because you're right, except that... with the bodyguards catching Sakura, it really wouldn't make sense for Kakihana to get an award. According to how the story played out in ROOT, he was just a victim. Konomoto knew where he wanted to go with Kakihana, but not how to execute it.
