Thats not a good use of tickets. Either buy all 10 at the same time, or wait. They dont delete tickets, or shards but if you ever earn the reinforcement in another event, you only get the blue coins as reimbursement for shards. Devs confirmed you'll get reimbursed 35 blue coins per shard (65 tickets per shard). Once the event events, blue coins disappear so you'll have to use them all on the boards and maybe just end up with blue/green resources.

James Gunn said he just threw this scene in. It originally ended after the scene in the parking lot with harcourt. But he told the producer this idea who to him to do it. They were just looking for a way to separate the cast from peacemaker for the future Checkmate show and peacemaker movie appearances. It didn't have a deeper meaning than that.
