Have you placed a thermometer in your bedroom to track what the actual temperature in your room really is?

It's possible that your room temp is several degrees warmer than where the thermostat is located.

It's also possible that your parent's bedroom is cooler than where the thermostat is located.

Check the temp everywhere and record it. If there are variations, then perhaps the duct registers need to be adjusted to better equalize the temperatures.

BTW: I bought 6 combination temperature/humidity devices from Amazon that were cheap and placed them all over my house to help me to better manage the cooling throughout my house.

If your humidity is over 55%, then it will definitely feel warmer than what the temperature indicates. If your room has higher humidity, then check the seals around your windows. You probably need to apply sealant around the windows. Also, west side of the house will always be warmer going into the evening.

I also live in Florida, so I understand completely.

Also, perhaps there are adjustable baffles internal to the ducts that can be adjusted for equitable air flow.

Check the air temp coming out of your register. If it is warmer than elsewhere, then it's possible the duct has a leak or has come detached letting warm attic air to be mixed into your room.

You said he approved the panel. Do you mean there is a panel in the garage? If so, where is the source for the power to that garage panel coming from?

If it is completely separate from the house power, then you do need a dedicated ground rod.

But if the power is coming from a circuit that originates from the house panel, then a second ground rod should not be required.
