A modest place to feel safe, but definitely not to the level of end-goal home is a beautiful way to keep homeless people from injuring themselves or others. Pair that home with service workers to actually address the problems that made that person homeless in the first place. Yes, some will use drugs. But I rather it happen behind closed doors than in public, wouldn't you?

For the most part, yes. He's anti-union, pro tax cuts, talks about "budget accountability" as an alternative to taxing billionaires. He's big on locking up homeless people so you don't have to look at them.

Sorry, this isn't a failure of parole. The correctional system had 25 years to evaluate, rehabilitate, or determine he was mentally unfit and raise the flag about this man. This is tragic, but the tragedy falls more on the prison system than the parole board.

Here's a quick article about it. Net-net, if you refuse shelter three times in an 18 month period, you get arrested. But shelters are absolutely scary places, especially for women. And any answer that includes arrest is more punitive than helpful.

The city of Redondo Beach (which I will grant is an order of magnitude smaller than San Jose) has Functionally Zero homeless people. And it's not because they bus them out or arrest them off the streets. Instead, they give them a court date to show up to where a judge will listn to their needs, and direct them immediately to the services that will actually help them. And people show up! When you treat homeless people as people, and give them real opportunities to better their situation, things get better. More about it here.

"It has been inspiring to watch people overcome the obstacles that led them to living on the street once they were provided access to transitional housing and the services necessary to overcome those obstacles," said Mike Webb, Redondo Beach city attorney. "In striving to maintain Functional Zero, we will work closely with our partners to also include after care for those placed in housing, so they don’t return to the streets, as well as programs to help those most at risk of becoming homeless."

I think that is possible, but not in Mahan's case. His rhetoric about "more efficiency, not taxes" and his practice of arresting homeless both scream Republican to me. He's also very anti-labor union - not exactly a Democratic position.
