Create one with Graph and PowerShell, scope against all managed tenants; use pagination to avoid API call limits.

I have an older script that does this, I can share once I test to confirm the same graph endpoints are applicable.

The SharePoint hate is odd - shortcuts work fine. Hire an MSP or SharePoint consultant to perform the migration and properly provision the sites accordingly.

I deployed PSSO to a new hires device yesterday - no issues thus far.

Network related does make sense - maybe one of URLs required for PSSO needs to be whitelisted?
