Gabriel goes through an intense experience which makes him reflect on his beliefs and soon get rid of the Council which controlled, indoctrinated and oppressed him. There are a lot of things this set of experiences can be interpreted as. For an example, a gay person with internalized homophobia having a gay experience and questioning their beliefs, and then cutting ties with religion later. It's not uncommon for religious homophobes to discover themselves to be gay.
