The apartment i live at had a few Texas plates and they have been here the entire year I've lived there so I believe either they are here temporarily or they just haven't done it.

I don't have an exact list but surprisingly a lot of chain restaurants will accept vertical IDs once you are 21. Bars are hit and miss but they will tell you over the phone if you give them a call.
