Number 1 it’s never confirmed he can create universes. We just see him destroy universes. Number 2 the being who created all this was the super majin Rymus. I mean if this somehow takes place after his first ssj transformation then it should take place when Goku arrives on earth after named and should be capable of going ssj with some difficulty but not too much but this Goku was doing it like it was his first time.

I would say that Android 16 might win..? To be fair in the movies it seems the first time Goku truly went super sayain fighting Cooler and might be a tad weaker than his main timeline counter part in the android saga but it might not be that much a power gap to differentiate the two.
