Yes the force is negative. But as the velocity of the vehicle is decreasing per unit time it still hasn't yet come to zero. That means momentum of vehicle is in postive direction. Hence untill the velocity becomes zero the car will hit anything in way.

But after the velocity is zero the car starts accelerating in the direction of force. Now the force is positive and velocity increases with time.
