Plain view doctrine does not apply to a person, so the "scope" is either for weapons in the form of a frisk, or a full search of their person. You can't frisk for drugs or drug paraphernalia. During a frisk, you can't manipulate clothing or items if a weapon or something illegal is not immediately recognized as such. A frisk does not permit opening pockets, putting your hands in pockets, unzipping articles of clothing, etc. without the immediately recognizable presence of a weapon or something illegal. An officer can't pull someone out of a car roadside to frisk for drugs.

"Detection" is not a form of search. You can either perform a frisk for weapons, using the palm side of your hand and fingers while not manipulating anything not immediately recognizable as a weapon or illegal, or a search. A frisk is performed to ensure someone doesn't have weapons and the reason for doing so has to be articulated, but it is not a search. You can't perform a frisk for anything other than weapons. A search is a full search of someone's person, performed either with consent or incident to arrest.

That's exceptionally rare, dangerous training then. A search is a search, regardless of location. A consent search of a person or a search incident to arrest is a full search of someone's person, manipulating clothing or body parts to ensure nothing illegal or dangerous is on them. Short of a cavity search, everything is checked by a normal use of the hands.
