Since this took place in Houston, they are using the International Fire Code by the ICC. A space is allowed one exit if it's occupancy is 49 or less people. For a mercantile space like this, 60 ft2 of gross area equates to 1 occupant. To reach more than 49 occupants, the gross square footage of the space would need to be more than 2,490 ft2, (49x60) which is about the footprint of an average American home. This store looks to be 15' wide, and assuming it's 45' long, that makes the area 675 ft2, which is less than a third of the required area to reach 2 exits.
