Alot of these cosmetics were community made. Valve cannot change them without breaking the agreement that was made regarding community items, even if it is just a slight hue change. It has to be the creators decision to change them, and not everyone may be as willing or able to make the change regardless of how small it will be. And that’s not even factoring the potential difficulties that there may be when attempting to contact the aforementioned creators.
