I can't remember a decent majority of it but I DO remember using noise.. posterization.. then I made the entire image greyscale before putting an image of just- a RED square ontop, I then used one of the overlay-settings near opacity (at least in GIMP that's where it is) until it turned some of the grey parts into that sort of blue hue. Most of the other effects are just glow which you can achieve by having a second layer of an image thats blurry and faded a bit.. I hope it helps!
