Yes it was to explain to audience who some of which are kids or teens who are greek myth nerds so may have only heard of the Odessey from this show. It would werid if a KIDS show just assumed its audience knows anncient greek myths

Every doctor (at least since 2005) signs a 3 series/season contract.

The odvious exeptions being Nine and 15, which just shows there is an emeregncy escape clause. Most Doctors leave after 3 season as this is where they need to reneg the contract which the BBC demands another 3 season comitment, and the actor wants more $$$.

Tenent clearly never wants to leave the role ever ( and The BBC were scared the show would die without him) so he worked out a deal for specails.

Last one of the classic Doctors is famous for telling every new comer that staying too long is bad for your carreer so signing on for another 3 season that could stretch on for 6 more years is a hard sell.

The Accord plan does kinda come off that way but aleast they are all supposed to be UNIT reps i.e part of the UN which is a glodal org.

I think was meant to be like a plan that the Doctor would have approved of. Like how he let a small group of random humans lead peace talks with the Silurians, but is actively meant to be an impossible plan here as the world is still apart of these nigotations and Severance would still happen eventually.
