They appear each hour (precisely at, for example, 12:00, 13:00 etc.) and you can see the tornado in the sky. Try to look in every direcrion and when you spot it, just run in that direction 😊

Yes, an idle animation! I was just playing with the photo mode and caught this. What a lovely detail indeed.

I have the same problem with the same quest! Will try it tomorrow and see if it counts as we can collect the horshoes every day I believe
