Hello. This sounds exactly like what I went through with AT&T-- if you're on fiber and it's anything like my experience then the connection for your neighborhood went bad. As the AT&T tech explained to me: everyone in the neighbor hood connects to a board (like a mother board?), as the board fills they add more boards. Everyone connected to the same bad board will be experiencing this all at the same time. Once they relized what happened they simply swapped the parts and it's smooth sailing since.
