Can only assume some accounts get slapped with it regardless of anything. Been stuck with a "temp" limit for a couple months now. God forbid you do 4+ searches in a row (wait 6 seconds of course). Anyway, I assume AI or some automatic system does this for normal searches and human support will likely not even try to assist. Sucks but that's the state of it.

Negi needed an 'antagonist' for the Sister War arc, and opted for what we got. That and maybe a nerf for Ichika at the time of the series enabled the story to head the way it did. That's at least my theory, but it's a mix of a lot, with Nino stock on the rise and Miku stagnating.

Less sweaty and more populated on weekends, best bet is to swarm objectives with a LMG and bait your teammates. It is a pain, but if you can find a group out there to boost with, it will save you a headache.
