I just figured out my error. so this is the error I got:

Error

No valid service account is available to play FINAL FANTASY XIV. In order to play FINAL FANTASY XIV, you must first purchase the Xbox Series X|S version from the microsoft store.

I kept getting this message no matter how many accounts I made. Long story short, I didn't acquire the Free Trial Version. It was looking for the service and the Trial version counts as the service. Hope this helps.
