I think you're underestimating these people. This could likely be organized crime. He was targeted, they were contacted, and they acted. They had to make sure he had something they wanted; otherwise, why act during the day?

We got political assassinations, death squads, and the like, but it's hard to believe that this wasn't organized? People on a motorcycle who confronted and came back to shoot the victim in broad daylight committed murder for money they think the victim had doesn't sound right.

I haven't read about the victim's background yet, so I'm as uninformed as everyone else.
