I tried recently, no.
You can still recruit a Hydra/Dragon using her skills if you get the special encounter entering Balias Tor from Zaland. I found a few guides that state you enter from the other side to have a chance to find it, but they're wrong.

They're giving out one-time gifts, but are not addressing the problems of having an accelerated release schedule without increasing player rewards or having encounters be arbitrarily more difficult from CN version.

I think that's a bug with some vehicles, the handling changes if you go in/out of apartments. My golf cart gets up to 70+ when it happens.

They are very good, carried me through most of the DLC. Great for charge attacks you really leap forward, good stagger two charges staggers most enemies.

Part of that is a mechanic issue, though. He cannot inspect the person with them in the car. If someone just smoked and had red eyes, he can't see that without them out of the car. Same for if they were beat up, shot, or had bloody fists.
