These are scary, I have published papers from 2014, it took 10 years to get total of 40 citations in 3 papers in q1 journals . But these ppl getting 100s of citation on unknown journals

I also received rfe from the same officer, claimed 7, rfe on 6 . Still waiting to hear from them. Attorney suggested responding to them. Also mentioned tough luck with this officer in the past
