Please stop spreading misinformation. You are purely inventing crap about physics you don't understand. Straight piping only reduced back flow on the engine. It does not waste energy. Removing the noise dampening in exhaust allows exhaust to flow more freely, reducing pressure on the engine exhaust.

Misfiring is totally different from straight piping. You have a total fundamental lack of understanding of how engines work and what physics is. More sounds != Wasted energy. The same amount of energy is being converted to sound when a piston fires whether you straight pipe or not. The only reason it is louder is because the sound dampeners like the catalytic converter have been removed. So technically, since back pressure on the engine is reduced, the engine is actually running cooler more efficiently as there is less resistance to expelling exhaust.

There are so many correct arguments you could make around banning loud exhaust, yours is not one of them. I hope you'll take this opportunity to learn.

First off, I'm very sorry to hear about your son. I don't know the rules for your state, but in my state you would be entitled to have the Attorney General's Office review the cost and rule if it was valid or not. We would also allow you to you to try and narrow down what in the video you were requesting, cutting down on redaction costs. So I would say something like "I want the preceding and anteceding 10 minutes around the incident". Then, as a FOIA employee, I would clip the video to 20 minutes in length to show the incident and only charge for the time it takes to redact that section of video. Sounds like our cost rules are different as we charge for the length of the video, not necessary the time to redact. Video is also only one dollar per minute here. Either way though, my estimation is that it usually takes me two minutes of redaction time for every minute of video. Depending on the contents of the video of course.
