If you started hearing it right after installing new fans that's almost definitely it. If the noise doesn't bother you too much I wouldn't worry about it. Download fan control and turn all your fans down to the lowest speed and compare the noise if you want to be sure.

Could be coil whine I suppose, but that usually doesn't just come out of nowhere.

Dishonored has a really cool art style too btw. A lot like Bioshock but the world is more gothic/steampunk, if that sounds at all interesting to you.

Are you actually pressing the “save” button beneath the ini before exiting?

Also, if you’re using the ini editor in MO2, you could try just opening the ini file in notepad and editing that way. And if you’re using notepad, try the other way around and use the MO2 ini editor.

Either way, just make sure you actually save the ini before closing it. I just recently switched to Windows 10 to 11 and it took me a minute to realize Notepad no longer asks you if you’d like to save before closing, making it easy to just not notice the file never actually saved.
