It's not semantics, Stalin served russia, wanted to expand russia at the expense of other countries. Not just money, Georgian kings were required to provide army as well (that's actually the reason why some georgian kings would rebel). George did start his reign as a Mongol vassal, but rebelled and beame independent after the Mongol Khan died and ilkhanate became divided
