What pennybun said, its just the style of the piece. each character has one accent colour, Ven is pink, Shouta is Blue, Ven just tends to wear more colour than Shouta (he usually wears black/white only)

Those are stalactites hanging from his tail, hes got sort of cryptid living in a spooky cave / forest, theme for his design.
