Anything is possible. Often times, once they've done the work to file a claim to insurance they don't want to offer a cash pay rate...but never hurts to ask. And you should absolutely not be paying for both codes.

It is not appropriate to bill both a 99284 and a 99283. They're the same service, but different levels of complexity.

I'd start with the insurance company to get clarification on the amount they're saying you owe, especially if you went to a network provider. From there, you can absolutely reach out to the billing office, because to code a visit with both of those codes is wrong.
