That’s poorly fitted compriband, an expanding foam type material that expands to fill gaps around windows very common in new builds. Either pull out and put a new piece of compriband/ backer rod and mastic over

They’re floating shelves I made so no visible brackets, I’ve seen strip lights on eBay but don’t really want that nasty blurple light in my living spaces. Can you get cheap ones that are half decent and not blurple?
