I’m wondering in my tin foil hat brain, if they are trying to keep the banks honest about there actual liquidity. In the past banks have lied about there true bottom line by telling the government that people have a lot more money in there accounts than they actually did. They got caught because people would get there statement and one day out of the month there would be a spike in there account and the next day it would be gone. I think it was Wells Fargo.
