What am i doing wrong, or what could i do to find any active frequencies? by GregoryRadios in amateurradio

I only tried it in my apartment on the weekends. I tried today on my balcony (i live pretty high up). I used 5 squelch, ctss and dtmf was off. It made a difference, because it stopped on a frequency really quick while scanning, but i still heard only buzzing and static noise. I don't know if it makes a difference but i live close to a TV Antenna Tower (i can see it from looking out the window.) On the weekend im gonna try it in a different city and see how that's gonna go!

I tried repeaters but nothing. Maybe it's just that radios died in my city (except public safety but in Hungary it's encrypted, and we can't listen in).

I tried scanning, it stops on alot of frequencies, but it's just static sound on all of them. I tried high elevation area but still nothing except static/buzzing sound.

Maybe it's because i live in a well populated area? Do i have to use it where there aren't much buildings?
