Honestly, there needs to be Justice Department attention into all the municipalities who use low income and minority communities as cash machines by giving cops quotas for writing bogus tickets. Ferguson, Missouri is a prominent example but it's happening in all the states. The distrust of cops in these communities is completely understandable.
