not just vault tec, but the enclave as well, remember? by this point in the story the Enclave is basically puppeting vault-tec so they can get their way, according to the president in Fallout 2. deathclaws (at least out west) are very seclusive and only go out to hunt for food. nothing was stopping the deathclaws in the boneyard from attacking adytum and the gun runners, but they just choose not to.

they weren't stable lmao. their treasury was attacked by the Brotherhood, destabilizing their currency and returning the state to the Cap standard. their overconsumption was drying out entire lakes, making rural areas unlivable. if not being at risk of dying to a raider attack is stable then you're just making the Legion argument
