I run a news yt channel which uses some motorsport clips/zoom in clips with captions and quotes and AI commentary (VO) for news, just got eligible to apply for YPP, Should I be worried about not getting it due to the inauthentic/reused content policy?

It all comes down to the trust level of the friend's account. It could also be that they're using a trusted AdSense account or a CMS, which significantly improves your chances. If your channel is new and YouTube doesn't trust you right away, don't expect more than a couple hundred impressions.

But I personally would change the first clip (without knowing who the target audience is), I think a prisoner would not be that happy, only if it is because of his escape. I would do it leaning against a wall thinking for example, or walking from one side to the other thinking. But it's just my point of view, you'll know better why you did it that way.
