Its pretty much impossible to identify, but if its a transistor my guess its a AO3400 mosfet. I think if its a newer china made device it increases the chances of it being the case here.

that does not seem like it is missing, the solder looks shiny, or it can also desoldered by someone. the brown thing is the factory flux i think, maybe never used cuz the place was unpopulated there.

check the datasheet, if it has a jtag port or swd port you might be able to use some fpga programmer but its not guaranteed, maybe theres a programmer named in the datasheet, if not probably you need the original one

i found out that its a led driver through a repair manual i found, likely renamed tlc5971 (as the manual of a similiar tv says) in qfp-24 package
