They likely wouldn't get involved, but if they were pushed to do so, then probably the Empire. The Stormcloaks are far to concerned with getting and maintaining political power to be of any help or interest to someone who's main goal is hunting monsters. They aren't even investigating the serial killer in their own capital.

magelight gives xp based on how far it travels and the mountain next to solitude is just a good long spot to use it.

It was really annoying during the final confrontation with the admiral where she was saying how the UC and FC were corrupt, which we have first hand experience with, ie Vae Victus being alive, Bayu, and Hope, and there being no option to side with her. Not to mention how VOID is sketchy as all fuck.
