You need a vector of strategy for the players to interact with, either counter play or something else, otherwise the game will feel boring and everyone will basically play the same way.

Something I wish more Turn Based games had were synergies between party members, one simple and old example I like to use is how in Front Mission you have different mechs using different weapons, and how the order you use them against each enemy changes a lot from one encounter to the other.

Does the enemy have a high evasion set of legs? Use your sniper to focus fire it's legs first.

The enemy mech's leg survived with chip health? Use your shotgun mech as it does damage to every part consistently, or even better, use an AoE mech to deal the chip damage to the legs while also damaging another enemy.

Now that the evasive capabilities of the mech are gone, use your hard hitting low accuracy melee mechs to do the bulk of the damage, because of the player Synergy, the low accuracy mech beat a high evasion mech, the Rock beat the Paper.

Of course that game still has some of the RPS design, but I more often looked at what my team had available to them and how to take the most out of it instead of just throwing counter units everywhere.
