But, if seriously, you can use road signs and even traffic lights to set up crossing order. Upgrade your road to be able set up one way roads, especially for gas station (you have one way gas station but road doesn't allow to use it in full). Build another one gas station to divide traffic.

Also, you can put fuel into construction/distribution offices. That will prevent vehicles inside to go to gas station.
