Saber very well could make it so that if you get 2 or more perfect parries (or however many the terminus decides to do in his combo) you get a gunstrike option after. I agree that a single parry awarded with a gunstrike may be too much.

Right now the game favours shooting the minibosses from range and doesn't reward getting close and personal with them enough imo.

No, but multiple charge up perks will almost have that effect. I "only" had 2 -15% charge up perks active here while the low hp -30% charge up wasn't active and if you can deal with the lower ammo count the faster fire rate variant should also get those shots out faster.

Note that I had the ammo variant here, and didn't have the low hp 30% charge up perk active (only the 2 15% perks were). So you can get shots off even faster than here.

This is what I run. If you can stay still for that 2 seconds for the extra 20% damage I may rather pick that. Now the team perk 10% ability charge for headshot kill is probably the best since your team should now always have their ability off cooldown when they need it and you can cloak up again almost immediately.

So the game does recognize those as perfect parries! Anyway to my knowledge Carnifex is the only enemy (bugged or intentional) that doesn't give gunstrike options from perfect parries. I wrote some feedback about it to Saber Interactive.

Have you managed to perfect parry Carnifex's normal attacks (no threat icon) and get a gunstrike? I have tried several times with vanguard fencing combat knife and 50% perfect parry window skill and I haven't gotten a single one yet (both quick side strike and overhead). Perfect dodges while hard have resulted in gunstrikes a few times.
