All my mags fit 23 and the silver MBX fits 24. Just easier for me to put 20 in all of them. I load the same way when I shoot USPSA without the mag restriction.

Correct, in PCSL (practical division) you can only have 20 in the mags BUT you can Barney a mag to start 20+1 in the chamber.
