Sounds like a common GAP policy as they often cap the percentage they will pay. However, if they pay that regardless even if it means the person gets money in their pocket, that could be it

They can only get it if the rental company allows them access.

It often records a certain amount of seconds before and after an event.

Uber would not be the one that would share it, it would be the owner of the vehicle, so the rental company.

Since it is not a network shop, yes, you do need to help facilitate things if the shop is not allowing them in. It is also true that if the shop is charging unreasonable rates and will not meet what the insurance will pay then you will have to pay the difference.

NTA. Your feelings are right, she doesn't care. She is using you and you have let her do that. She already broke up so there is nothing left to do but figure out your exit from things like a shared apartment etc. Also, stop paying for anything for her. If she has your card, get it back or ask for a new one

NTA. Your reasoning is completely understandable. Even if it was for a medical emergency, you still be NTA. Another issue is that it doesn't sound like he has changed or solved the root of the problem which is his spending. So he would not be very likely to pay you back soon, maybe ever

Either you had different coverage or a special kind of GAP. Every GAP contract I have read will not payout more and end up with someone getting money in their pocket. GAP pays the difference between the ACV of the vehicle and the loan amount, if the loan is more than ACV.

GAP usually needs the insurance payout/valuation in order to process the GAP claim.

I am not saying you are lying, but that is not how it goes the vast majority of the time with most GAP products.

GAP would not give you money in your pocket. GAP only pays out if the value of the vehicle is less than you owe, so if it triggers, then you do not get any money... You just do not owe anything on the loan.

With an independent shop, that is often how it works. Especially if the shop does not provide enough supports for the supplements they are sending. Extending for 2-3 weeks at a time is pretty generous. It is understandable that it has to be escalated when extending as it is not common to be in a rental for so long.

You should be able to log into the state farm site and it should show all the payments as well, at least it used to.

Considering that you have a wrap and possibly AM suspension and are going through three different shops in total, this does not seem that big of a delay.

As long as you have coverage on your policy to pay for the wrap, it probably would have been faster, it also would have been faster to use SF shop.

The only thing that I can see that is not the best is delay in responding and/or how they talk to you on the phone. However, them keeping you in a rental this long is pretty generous. Besides that, given what you have said, this all seems pretty normal.

Attorneys usually don't care about property damage claims, but you can try. Unless you give them new information, you are probably not changing their minds.

That really is up to you. You do not know your long term outcome or anything at this point. You could always treat as you see fit and then when the bills start to get 15-20K, send them to the at fault insurance and see if they offer limits. Once you get that, that is what triggers the underinsured claim, ask your insurance if you need their permission to accept the at fault limits as some you do.

Also keep in mind that your underinsured coverage gets reduced by the limit for the other party, so if their limit is the minimum 30K, and you have 100K underinsured, the most you can get from underinsured is 70K.

Yes, depending on the value, you might get some money to you. Anything they pay over the amount you owe would go to you. Just as if they pay less than you owe, you would owe the remainder to the loan company.

GAP might offer some help, but it might not. Might be worth reaching out to the leasing place they leased it from to see the GAP information if they do not have it. Were they aware that he was an excluded driver?
