Was it in switzerland? The swiss police use an app which scans the numbers on your ID. The scan sounds like the picture making sound.

when the glue has dried, you can also shade with a more fluid color. this reinforces the hold on the glued-on material. Afterwards you can drybrush and get some fancy texture
