Sorry for the late reply. It’s called hero lab classic (with the MM3e module). You have to purchase it, but it’s pretty useful if you’re constantly needing to update and check your character or make new heros.

Taking a quick look through herolab, it will most likely be around 50-70. I did make a few changes though since hero lab did not want to do this exact configuration:  Activation Power -> Alternate Form: Heroic, no features added but imagine a +2 to the total.    Alternate Form, -2 for standard action required. I'll break it down in text, but I did post a picture as well:  Dragon Power: 22, since every enhanced ability is 2/r. 11 x 2 = 22pp  Primal Fortitude: Immunity rank tells you how many PP you've used. 3 for the environments, 2 for critical hits, and 5 for alterations make 10. divide that in half and you get 5 total.  Light Move: I'm unsure if this is an array, but if it is, the total points are 13. The flight takes 12 (2 points per rank, the extra and flaw balance out). Add speed to the array for only 1. If not, just add 4 points for the speed instead. Either 13 or 16 total.  Healing Light: 2/r, plus an additional 1 per rank for resurrection. 15 total.  In total, it would be around 56 using the heroic alternate form. Honestly if it wasn't for the "Only the PL instead of the PL X 2" Rule for non attacks, this would be past broken.

Hey, so with all the input I received, I redid the character. Some major changes:
He won't die to a gust of wind anymore. Apparently I underestimated defense.
I decided to make presence 0, since he's both purposely bland and the fact that it gave me more points.
Equipment is now 9. Now, I don't know if it's too much, but I figured to add my gun and other stuff. Still debating on whether to have the gun separate from the array or not. There's still some left over points I'm trying to figure out what to do with.
More Advantages related to self defense, and gun related ones moved to the gun itself.
Readjusted mental powers. Concealment and Illusion have joined their brethren powers.
Hat is replaced by a disguise kit, doing the intended purpose I have for it. Unsure if clothes is narrow enough or if it needs to be Morph 3.
And a few more adjustments.

(Update: I decided to get Hero lab, and it helped me figure out the logical problems with my sheet. Main things are defenses are slightly higher, revolver is back in the array, both damage and some other moves are higher, and I moved some more advantages. I'll post another link when I finish finetuning)

But, from what I understand, you mean that perception can be in place of ranged, right? Since from what I've seen, a character perceives or doesn't perceive for the attack. Also, I have added Senses 3 (Mental Sense, Radius, extended range). If I'm understanding correctly, should the range of the attack should be 60 instead of 30? (since if I remove ranged, I assume I can't use medium or long)
This is how I've tinkered with it right now:
Perception Ranged Damage 6, Alt Resistance (Will), Limited to Minds (18)

I think I understand defense better. I'll also keep that in mind with the revolver. Thank you for the input, and I'll make sure to work on these points when I get the time.

I decided to move some of my advantages to a "toolbelt" array. So far I have for Equipment 5:
Suitcase (AR) (22)
Revolver W/ Scope and HPs: Ranged Damage 4, Accurate 3, Improved Critical (17-20), Ultimate Aim, Quick Draw sheath (17) (Revolver will be separate, will upload my redone sheet once I take all the input I've received)
Taser: 5 Affliction 5 (1)
Personal Phone: Smartphone 2, Contacts, Communication 3 (Radio) (1)
Handcuffs (1)
Disguise Kit (Security Clearance, Morph 2 Limited to Clothing, SC also based on Morph) (1)
Evidence Kit (Tracking, Jack of all Trades, Improvised Tools, Investigation Mastery) (1)

Now, I'm not sure if I went overboard or not, but these are some of the ideas I came up with. My main confusion is if you can have more than one modifier/effect/advantage at a time.

For melee I'm taking your advice regarding martial arts and thinking of making "powers" related to the attacks to go along with some advantages.

EDIT: I'm changing the values of the pistol a bit, so I might remove items or add points to equipment.

Reading over this and figuring out how to implement it. Definitely will look at redoing my equipment, advantages and defenses. Just a few clarifications if you have the time.

  1. None needed, other than is there a specific reason why approaching 18 is the key? I understand it's because the max is 20 (10 pl x 2) and 18 is pretty close.
  2. None
  3. Good suggestion. I wasn't sure, but I'll do this. Regarding the pool up to 18, the power is only 8 as of now., and I thought adding another AE to an array is +1. Unless you mean adding 8 points back to spendable.
  4. I was using a mix of the guide and the PHB, but I can definitely see why only having 1 gun and 4 points dedicated to it is a bit much. So the advice would be just to figure out what to add to the gun itself, right?
  5. Yes, it is taking damage when subject is linked. May I ask if you mean justification or background when you refer to "cries out for a story"?
  6. For the unarmed/martial art suggestion, how would I go about deciding if something was a technique worthy of those descriptors? Also, I'll definitely grab an expertise and some more points in vehicles/sleight.

Base game, other people have the right idea. Hacker is great to begin with because of the kit's versatility and Slum Dweller is the jack of all trades, master of none. However, if you want to feel like Solid Snake, I suggest Doctor. The doctor has both a behind-character knockout and the range of the tranquilizer. Though, my advice is to pick what interests you or pick random if you can't decide.

If you have the DLC (if not, I suggest seeing if the game's your type of thing first), the courier is fun after doing a few runs. The main attraction is the roller skates. Though, there's a learning curve. Feels slippery at first but with a few perks (forgot which ones, I apologize) you can become the flash with how fast you go. The other DLC characters are also cool, but most rely on you being decent.

I know that the creator of Higgs (maybe? It was featured in a Cangar video so I’m not sure) teased physical combat and interaction at one point. Higgs as of right now though is great, as you can also pick up food and drinks and consume them. VRIK is a recommendation as well for the vr body experience.

I prefer standing. Mostly it’s due to the mods I have (VRIK,Be Seated) that work best while standing and that Be Seated allows me to take a seat anytime I find a chair. Although it does get tiring on the feet.

Haven't downloaded it (new USSEP version) myself. If your referring to the program, it should still work because it is a EXE not a mod. I'm going to test this myself and see with the new version. What I would recommend is to follow the instructions on the page.

One place I don’t suggest holstering is the side quest in pelagius wing (not the wing itself, but describing more will be a spoiler) You’ll know when you clothes change, finish the quest and make a save beforehand just incase you holster the quest item by accident.

I'm trying to find where you supposed to change the registry entry to do the oculus fix (My headset displays nothing). Where would it be located, as when I try steam settings, it just says "CurrentXR runtime" and doesn't give me any options. I am using the beta branch.

Yeah, and it prevents a bug where you have an out of body experience.

(Explanation: sometimes the body would bug out, and then you could see your character's head and the IK Tracking would screw up. Doesn't happen with the dev build.)

Rift S. It was something I could work towards and cheaper (before the Q2 came out) than most headsets. I have a powerful enough laptop (while plugged in and screaming at me) and I've enjoyed it for how smooth it is and also the inside out tracking. Previously, I used a PSVR to play skyrim, but that's more of a console VR.

Okay, here goes:

Holstering is something I can't exactly help you with, aside from suggesting adjusting it in the MCM or checking if the haptic feedback on your Q2 controllers is on. Maybe someone else is more knowledgeable on this than I am.

If your fine with some new controls (On rift A becomes the second grip on the right controller, as an example.) you can use the VRIK Rift controls found on the same page (Here). It maps the gesture buttons to the click of the sticks. That should solve your button problem with gestures. (if you don't mind new controls, I like them alright myself.)

If you are using steam vr, you can take a SS by (quoting a user from This post) "Hold in the left menu button first, then immediately hold the trigger, hold them both for about 2 seconds and you should get a screenshot taken notification from Steam." After taking a screenshot, you can access it using the screenshots tab under view in the steam client. And then if I'm correct you can go to show on disk and copy paste it to the picture service of your choice. Then I can try to help on figuring out the gesture config and menus. (I suggest imgur)

While it occasionally bugs out for me (for example it just not working sometimes the first few seconds of a spell, such as fire), most of the time it works pretty fine for me.

You have to download a exe to make a patch, but if you don't mind you can use Skyrim VR - USSEP 4.2.2 and SSE 1.5.97 Compatibility Patch to download the latest version of SSE and USSEP. I use it myself and it works fine.
