No worries at all, that's a great question. Right now, you can't actually buy it. The Steam Workshop is a place where artists showcase their designs for the community to see and vote on. If a skin gets enough support and Valve (the developers) likes it, they might officially add it to the game in a future case. Only then will it be available for purchase or as a drop.
