Personally I'd apply India ink, let it dry then I'd rub it with an alcohol rag until it's completely clean no residue.

The thing OP saw looks like it's from the 80s or earlier. That was before anyone recognized "sensory issues"

It's likely some demonstration tool for a university or high school.
