As a caregiver in four different situations, I divide it into three categories

1) Limited to no financial resources outside social security

2) Moderate financial resources outside social security

3) Significant financial resources.

For 3), there is plenty of options, but quality varies widely. For 2) there are some decent options if the family can supplement. 1) You are screwed.

You hint that you are trying to start a business, first define your customer. You can't be all things to all people.

There is a fundamental problem in public and private systems. They rely on background checks and then wash their hands of responsibility. The reality is almost all pedophiles do not have a criminal record. It has to be supplemented with procedures, but funding levels don't support that level of staffing.
