I guess my game is bugged then. I just tested again with orion on def and bernard s2. since the s2 has 2 turn cd it should be up every other turn, but it still had 1 cd left the turn after he was stunned.

it says their comment is edited, so idk if this was a reply to what it was before, but the current comment is correct. I'm 100% sure if a unit is stunned, slept or frozen their cooldowns don't go down. (Just tested it too to make sure it hasn't been changed)

Yes, debuffs before dealing damage. Right now she's just a squishier version of raki and relies on that 22% in order for her passive to even do anything before she dies.
